CM surprised at Guv’s letter to PM on airport
ITANAGAR, Oct 31: Chief Minister Nabam Tuki today expressed surprise at Governor J P Rajkhowa's letter to the Prime Minister urging him to reconsider the decision to build a green field airport at Hollongi in the state in view of its "high cost".
"It is completely against Arunachal Pradesh and its people," Tuki said reacting to the governor's letter in which he had asked the Prime Minister Narendra Modi to upgrade Lilabari airport in nearby Assam as it would be economically more viable.
"It is the Centre's decision to provide airport in every state capital on priority and that too we have no airport. I requested Civil Aviation Minister Pashupati Ashok Gajapati Raju during my last meeting to accelerate clearance and allot fund to resume the work soon.
"He has consented to provide fund in the revised estimates of the current Union Budget," Tuki told reporters here after the celebration of Rashtriya Sanklap Diwas today.
In reply to a question, Tuki said he would talk to the Governor as such a move would be an injustice to the people of the state.
"Land has already been allocated by the district administration. How can a major project in the greater welfare of the state be scrapped? If the statement of the Leader of Opposition in the Assembly Tamiyo Taga is correct, he should tender public apology," he said.
"I boarded a flight for Delhi from Lilabari airport last month and have been urging the Centre for its development too for the benefit of Arunachal and north Assam," Tuki said.
The Governor in his letter had said in view of the "high cost", public leaders like Tamiyo Taga, some students organisations and social activists met him recently and suggested that instead of a new airport at Hollongi, existing Lilabari airport, adjacent to Lakhimpur district in Assam, should be upgraded at a much lower cost as no land acquisition would be needed. Cong govt in Arunachal strong,

ITANAGAR, Oct 31: Chief Minister Nabam Tuki today said the Congress government in the state was "strong and functioning effectively" and those quitting it were not interested to serve the people.
"Congress, being a grassroots level party, has the mandate of the people by winning 42 seats in the last Assembly elections," the Chief Minister said in reply to a question on the present political situation.
"The government is functioning effectively and those quitting are not interested to serve the people...Their decisions are against the people and make no difference.
"There is no dearth of capable people who are in the queue," he said making a dig at those who have resigned.
"Any internal Congress matter can't be discussed in public and BJP has no business to interfere in matters of Congress which they have been doing repeatedly," Tuki told reporters here today.
The Chief Minister was flanked by Legal Metrology, Consumer Affairs, Food & Civil Supplies Minister Tirong Aboh and APCC president Padi Richo.
Responding to questions on the Chakma-
"The state government has already filed a review petition in the SC and I have called on the Prime Minister and Home Minister Rajnath Singh seeking help in this regard.
"The issue has been prolonging for the last 52 years and all efforts to find an amicable solution is yet to yield result," Tuki said, adding that it's not the time for blame game but to stand united for the welfare of state's people.
When asked if the SC sticks to its stand, Tuki said "that being the apex court it is aware of the Constitutional protection of Arunachal and would protect the interest of country's people first and I have full confidence in the judiciary". PTI
Orgs condemn statements of Governor and Taga on airport project
Refrain from negative comments on developmental issues: ANSU
ITANAGAR, Oct 31: The All Nyishi Student Union (ANSU) has strongly expressed displeasure over Governor J.P. Rajkhowa's statements against the proposed Greenfield Airport at Hollongi.
In a release, ANSU stated that the Governors' letter to the Prime Minister to reconsider the decision to set up a green field airport in the state in view of the "high cost" has diminished the status and glory of Raj Bhawan in the history of Arunachal Pradesh. Raj Bhawan before issuing any letters should cross check the correct facts pertaining of the projects in the state's interest, the ANSU said in a release.
ANSU has appealed all sections of the society, especially the Raj Bhawan to refrain from making negative comments on the development activities in the state for greater interest.
Citing a letter of former Governor JJ Singh to Principle Secretary to Prime Minister, TKA Nair, dated May 4, 2009, ANSU added that the present Governor should be consistent and should have learnt from his predecessor. The letter detailed the vital importance of the airport at Itanagar.
The ANSU release also cited former Chief Minister Dorjee Khandu's letter to former Prime Minister Dr. Manmohan Singh in favour of construction of airport at Itanagar. The letter had said "considerably higher cost of the project should be treated as investment instead of expenditure as establishment of the proposed Airport at Itanagar will serve a wider strategic development objective."
Further, ANSU stated that there should not be politics in regards to development activities of the state. It added that the leader of opposition Tamiyo Taga should know the bottom line of BJP's Prime Minister Narendra Modi's Mantra's "Sabka Saath Sabka Vikas". Vision 2020 document says all the state capitals/states should be connected with commercial aerodrome independently, ANSU said adding that Arunachal Pradesh is the only state in the country which does not have any Airport, whereas neighbouring Assam has six airports.
Citing the starred questions asked by Taga in the Legislative Assembly on July 3 2014 and the 19th steering committee meeting on Greenfield Airport at Hollongi which is not being held by Govt of India yet, ANSU alleged that "the entire negative development is being politically carried out by BJP MLA Tamiyo Taga on the behest of and under guidance of Union MoS for Home Affairs Kiren Rijiju."

An additional fund of Rs 161.35 lakh for construction of Boys' Hostel and Play Ground, Rs 200 lakhs for construction of Girls’ Hostel and Play ground at Bana was released on 1st December 2011. The nodal department, Social Justice and Empowerment and Tribal Affairs Development executed the project after it received fund from the concern ministry through state Public Works Department (PWD).
In a startling revelation, Arunachal RTI Activist Forum (ARTIAF) claimed that there are serious irregularities of fund meant for construction of Boys’ and Girls’ Hostels including Playgrounds involving an amount of Rs 3.61 crores.
Addressing the media persons at Press Club today, ARTIAF Chairman Kasung Cheda informed that though the amount of Rs 2 crores for construction of Girls’ hostel and playground was sanctioned, the infrastructure is yet to be completed. "The amount has already been withdrawn and utilization certification have also submitted by the PWD Seppa, but so far girls’ hostel building and play ground is yet to be completed" alleges ARTIAF Chairman. The ARTIAF has submitted a representation to the Governor of Arunachal Pradesh briefing the pathetic state of EMRS Bana. The RTI activists' forum further pleaded the Governor to intervene and sought immediate suspension of officials involved in irregularities. Condemning the executing department (PWD Seppa), Cheda retorted that incomplete infrastructure has led major setback in academic process of said school, as the school authority had forced to discontinue the enrollment of the students due to inadequate rooms to accommodate them. It is said that as per norms, 60 students (30 boys and 30 girls) must enroll in every academic session.

as it started the work without inviting any formal tender. The forum GS also questioned

RUKSIN, Oct 31: Divisional Forest Officer (Wildlife) Tashi Mize passionately appealed to the people, particularly of Adi community to stop indiscriminate hunting and fishing.
Addressing the public at a wildlife awareness meeting at village community hall here today, Mize appealed to the people to stop community hunting and fishing as practiced by them to protect the endangered animals and biodiversity.
He said that hunting of wildlife can have far reaching effect on biological diversity and pose danger to mankind. He stressed on sustainable horticultural activities to minimize hunting and fishing.
ABK (women) leader Yater Taloh appealed all sections of the society to conserve the wildlife for the sake of future generations, while Dr Rumi Tasung explained the harmful effects of alcohol, tobacco, narcotic drugs and other psychotropic substances through PowerPoint presentation.
Public leader Tamat Jonnom of Ruksin lamented that many indigenous species of birds, animals and fishes in the area are fast declining in population because of indiscriminate hunting and fishing. According to him, huge demand of wildlife meat and organs in the markets is encouraging hunting. He urged the forest department and local administration to crack down on such illegal wildlife trade. He also demanded the authority to issue ban on the use of air guns in the state.
Many speakers, including leading public leaders, PRI members, GBs spoke on the occasion and took pledge to work for conservation of wildlife in their respective areas.
The meeting also resolved to demand the administration to issue complete ban on wildlife hunting along with empowerment of the local bodies to take lawful action against the violators. The meeting was organized by the East Siang unit of Adi Baane Kebang (ABK) as part of its ongoing programme to sensitize the people of the community of the need to conserve wildlife and ban on ritual hunting.
Earlier, ABK president Okom Yosung informed that a series of similar wildlife awareness meeting will be conducted in every nook and corner of the Adi belt to sensitize the community people on the need of protection and conservation wildlife and other natural resources.

Tirap PRI members resent absence of MLAs
ITANAGAR, Oct 31: The panchayat members of the seven panchayat blocks of Tirap district have expressed their strong resentment over the long absence of their MLAs from their respective constituencies.
In a release, Zilla Parishad Chairperson Tirap, Chawang Lowang, stated that this was an irresponsible attitude of the MLAs and it has greatly hampered the developmental activities in the district. The MLAs are staying away from the district and their respective constituencies during the peak working season due to which the PRI members and work departments are not able to submit development schemes, added the release. The panchayat leaders have appealed the MLAs to remain in station to guide the people who have elected them, added the release. It also stated that such negligence of duty by the MLAs was a breach of trust and was an outright insult to the verdict of the voters.
Further the release added that Tirap being a backward district, the MLAs should make more efforts to execute the developmental schemes.
Meanwhile, condemning the statement of the Governor J P Rajkhowa on airport project, the release stated it was uncalled for and unbecoming on the part of Governor. The Governor was a constitutional head and should not meddle in the affairs of the executives and elected leaders who have the mandate of the people.

ITANAGAR, Oct 31: Chief Minister Nabam Tuki asked the officials of health department as well as the Insurance Company to work as a team so that every citizen of the state can avail the benefit of the Chief Minister's Universal Health Insurance Scheme (APCMUHIS).

allegedly posted in facebook by one Tarh Rekam against State Legislative Assembly

Addressing the media persons at Press Club here today, TWS stated that the defamatory statements on social media against Nabam Rebia in the name of Tarh Rekam Suma have been made by one Biri Tabing, without knowledge of Tarh Rekam. This fact has been confirmed by Biri Tabing vide his letter dated 22.09.2015, the TWS further claimed armed with a confessional statement purportedly written by Biri Tabing to Rekam, wherein Tabing admitted that facebook account in the name of Tarh Rekam Suma was created by him without his (Tarh Rekam) knowledge.
In the letter Tabing also confessed that he owned the responsibilities of the facebook account and said that there is no involvement of Tarh Rekam.
It is said Rebia had filed defamation suit against Tarh Rekam for allegedly posting defamatory post on social media. On the other hand, on September 10 last, TWS had filed an FIR against unknown person with Naharlahgun Police station stating that unscrupulous person has created a facebook account in the name of Tarh Rekam Suma and used it for posting derogatory and defaming articles against Rebia which created misunderstanding.
Discipline and hard work, key to success: DC
TEZU, Oct 31: Lohit DC Tamiyo Tatak told students that the key to success is obedience, discipline, sincerity and hard work and advised them to show respect towards their teachers and elders.
He was addressing a general awareness and sensitization programme for the students of Government Higher Secondary School, Tezu and Government Secondary School, Tezu, organized by the district administration at the Auditorium Hall of GHSS here today.
The programme covered key topics for overall development of the students where HoDs of the district were chosen by the DC to deliver speech on various topics for the benefit of the students.
The DC said that the programme has been conducted with the objective to mobilize the knowledge of learned speakers for the benefit of student community for their overall development. While cautioning the students against indiscipline, Tatak informed that he will be visiting various schools and conduct surprise checking and take strict action against unruly students and absentee teachers.

TAWANG, Oct 31: The three days inter monastic debate cum workshop on Buddhist philosophy and dialectics concluded at Tawang Monastery yesterday.
The debate cum workshop was organised by Department of Karmik and Adhyatmik Affairs (DoKAA) in collaboration with Centre for Buddhist Culture Studies (CBCS), Tawang Monastery.
The workshop was attended by monks and nuns from 14 monasteries and nunneries from Tawang and West Kameng districts under the patronage of Rev. Guru Tulku Rinpochey, the Abbot of Tawang Monastery and DoKAA chairman Jambey Wangdi.
The first day saw debate and workshop on the four seals of Buddhist doctrine, the 12 links of dependent origination, Buddha's scriptural teaching and the transmission of insights and its implementation and how to realize the three vows. The second day continued with deliberation sessions on the four noble truths, basic two truths and the union of methods and wisdom, explanation of cyclic existence, the 12 deeds of Buddha and the practice and accumulation of dharma through the seven practices.

CM takes part in tree plantation, calls for proper garbage management
ITANAGAR, Oct 31: Chief Minister Nabam Tuki along with host of dignitaries participated in a tree plantation programme along the highway near RG Stadium today. Parliamentary Secretaries Kumsi Sidisow, Techi Kaso, Bamang Felix, Commissioner (TP & ULB) Belatee Pertin, Capital Complex Deputy Commissioner Mige Kamki, PCCF Dr. Rabindra Kumar, Chief Councillor Kipa Kaku, CMEO Habung Lampung and Empowered Standing Committee members of the Itanagar Municipal Council accompanied the CM during tree plantation programme organized by the IMC under its towards a Green Capital initiative.
This was followed by a meeting at the Municipal Hall.
While responding to the demands of the Chief Councillor during the meeting, the Chief Minister assured to fulfill all the demands at the earliest.
Lauding the effort of the IMC, the CM exhorted one and all to make the state Capital a green city. He further asked the IMC to evolve a proper strategy for the disposal of the garbage and assured his all out support in garbage management. The CM further asked the Councillors to work in unison for the development of the State.
